Hajj 2027 (1448 AH) Preparations: What the New Comprehensive Package Means for Pilgrims
Saudi Arabia has finished preparatory meetings with 78 countries and moved foreign-pilgrim contracting into one electronic package. Here is what that means for Hajj 2027.
Saudi Arabia is already organizing the 2027 Hajj season. The Ministry of Hajj and Umrah has introduced a “Comprehensive Package” for foreign pilgrims, a single electronic contract that your Hajj office or agency signs on your behalf. Its October bulletin, published on 1 November 2026, also confirmed that preparatory meetings with Hajj affairs offices from 78 countries have concluded.
What is the Comprehensive Package?
The ministry announced the package on 28 September 2026 for the Hajj 1448 AH season. Pilgrims’ affairs offices and foreign Hajj agencies submit one request on the ministry’s electronic path platform. The contract is designed to cover services from arrival in Saudi Arabia to departure.
It includes four core services:
- Holy sites services
- Hospitality facilities in Makkah and Madinah
- Transportation
- Catering
Agencies can add optional “enrichment” services, which lets them design programs for different groups within what the ministry calls a clear and flexible contractual framework.
Individual pilgrims do not sign this contract. You still book through your country’s approved office or operator.
What changes in practice?
The ministry says the single contract simplifies procedures, improves transparency, and clarifies the relationship between pilgrims’ affairs offices, agencies, and service providers. For pilgrims, the useful point is that the four core services now sit in one framework, and extras are separate. That makes it easier to ask exactly what your package includes.
The ministry has not published a price for the Comprehensive Package itself. Final programmes and prices depend on the offices and agencies that contract it.
How far along are the preparations?
The ministry has concluded its preparatory meetings with Hajj affairs offices from 78 countries. According to its bulletin, they covered operational plans, readiness to receive pilgrims, and the journey to Saudi Arabia. Press coverage of the meetings also mentions housing, transport, catering, and crowd management.
The bulletin also noted the ministry’s recognition in the Digitally Distinguished Government Entity category at the GCC Digital Government Award.
The Hajj Conference opens in Jeddah on 8 November
The sixth Hajj Conference and Exhibition runs in Jeddah from 8 to 11 November 2026 under the patronage of King Salman. More than 520 local and international entities are taking part, and the exhibition will host service providers from more than 150 countries. The ministry describes it as part of early preparation for 1448 AH. Hajj offices and operators attend, so its announcements are worth watching.
What Pakistani pilgrims need to know
Saudi Arabia has allocated Pakistan 179,210 Hajj places for 2027. Of these, 107,526 are in the government scheme and 71,684 in the private scheme. Online booking for the government scheme was filled on 25 August.
For the private scheme, the Ministry of Religious Affairs reports packages from about Rs 1.4 million to Rs 3.75 million. It said around 80% of private seats were booked, with roughly 15,000 remaining. The ministry has set 20 November as the final date to select and pay for a private package, and it says payment should go only through the Hajj portal or official app.
Before you pay, ask your operator in writing:
- Which of the four core services are included?
- Which items are optional “enrichment” services, and what do they cost?
- What is the exact price, and what does it cover?
What is still unconfirmed
Saudi Arabia has not published a price for the Comprehensive Package. It is also not yet clear how it will appear in each country’s package terms. Treat figures on social media as unverified until the Ministry of Hajj and Umrah or your national religious affairs ministry confirms them.
Planning with confidence
Early preparation helps, but only if you know what you are paying for. Confirm your package terms in writing, book through official channels, and keep an eye on the 20 November deadline if you are travelling from Pakistan. If you have questions about planning your Hajj or Umrah, you can contact The Gate to Haramain through our website.
Frequently asked questions
What is the Comprehensive Package for Hajj?
It is a new, unified electronic contract for foreign pilgrims that bundles the four core services—holy sites, accommodation, transport, and catering—into a single agreement, simplifying the booking process for travel operators.
Can travel agencies still offer upgraded Hajj packages?
Yes. Agencies must secure the Comprehensive Package for the core necessities, but they are permitted to add optional “enrichment” services to create different tiers of comfort and convenience for their groups.
Has the Hajj 2027 quota been officially announced?
As of early November 2026, the specific per-country seat numbers for the Comprehensive Package and the final national quotas have not been publicly announced. Treat unofficial numbers circulating on social media with caution.
Does the Comprehensive Package replace my Hajj package?
No. It is the contract between your operator’s office and the ministry. Your operator still designs and sells your program.
What does it cover?
Holy sites services, accommodation in Makkah and Madinah, transportation and catering, with optional extras.
